The Integrated Primary Prevention Workforce (IPPW) is a Department of Defense program that focuses on preventing harmful behaviors by working with leaders to build healthy command climates free from abuse and harm. Our goal is to enhance the overall health and wellness of our Soldiers and Airmen, and to foster and environment of inclusivity, connectedness, dignity and respect in the Texas Military Department. We do this by identifying and addressing risk factors before incidents occur by analyzing data and suggesting policy changes and prevention programs.
Our main areas of focus are:
Sexual Violence Prevention
Support the development and execution of policies, programs, and procedures that implement integrated primary prevention activities relating to sexual assault, averting harm, or abuse before it occurs.
Family Violence Prevention
Help prevent family violence and abuse by developing and implementing policies and programs that promote integrated primary prevention activities, including child abuse, domestic violence, and intimate partner violence.
Workplace Violence & Harassment Prevention
Assist in implementing primary prevention strategies to promote Equal Opportunity/Equal Employment, prevent sexual harassment, cyber harassment, bullying, hazing, reprisal, retaliation, unprofessional behavior, and promote healthy workplace cultures that foster unit cohesion, morale, fairness, and connectedness.
Self-Directed Harm Prevention
Advance policies outside of the existing Resilience, Risk Reduction and Suicide Prevention (R3SP) (Army) and Suicide Prevention (Air) office for equities specific to self-directed harm prevention.

The Master Resiliency Training Program provides resources and education to all Soldiers, Family members and civilian employees to combat high risk behaviors. Our program focuses on helping personnel achieve and maintain a state of fitness, rather than addressing issues after they arise.
The 10-day Master Resilience Training Course (MRTC) provides soldiers with an opportunity to enhance their leadership and effectiveness and to learn how to teach resilience skills. The course includes immersion in core concepts and skills as well as guidance for training others.
Our goal is a healthy organization that is resilient, knowledgeable regarding high-risk behaviors, educated on stress reduction measures and aware of available Soldier-Family-employee support network resources.

The mission of the Risk Reduction Program is to deliver critical Substance Abuse Prevention, Suicide Prevention and Risk Reduction services and resources to the Army National Guard to positively impact retention efforts and enhance combat readiness.
The Risk Reduction Program offers the Unit Risk Inventory (URI) and the Reintegration Unit Risk Inventory (R-URI). These surveys are anonymous questionnaires designed to screen for high-risk behaviors and attitudes that compromise unit readiness. The URI is also a great tool for incoming commanders to assess the climate within their new unit.

The Army Substance Abuse Program's (ASAP) mission is to strengthen the overall fitness and effectiveness of the TMD’s workforce, to conserve manpower, and enhance the combat readiness of all TMD Soldiers.
ASAP enhances Soldiers’ combat readiness by:
- Providing guidance and leadership for all non-clinical alcohol and other drug policy issues
- Developing, establishing, administering and evaluating non-clinical alcohol and other drug misuse prevention, education and training programs

State Family Program's mission is to provide guidance, resources, support and training to Units, Service Members and their Families to empower them to face the challenges of service in the National Guard in state & national emergencies and through deployment phases.
State family program consists of three programs:
- Soldier and Family Readiness Specialist (SFRS) program provides support and assistance to military service members and their families by offering information, referrals, and access to resources related to personal, financial, and family readiness, acting as a central point of contact for addressing various needs that may arise during deployment, relocation, or other life events within military service
- Personal Financial Counselors (PFCs) help Service Members and their families manage finances, resolve financial problems and reach long-term goals such as getting an education, buying a home and planning for retirement.
- The Army National Guard Child & Youth Services (CYS) promotes and sustains the quality of life and resilience of Army National Guard dependent children and youth by providing secure, timely, flexible, high-quality support services and enrichment programs.

The Texas Military Department has many more resource programs that provide assistance and information to Service Members, as well as their Families. Below are a few of those programs.
TMD Counseling Program
The Texas Military Department (TMD) Counseling Program was created to provide free and confidential counseling to Texas Military Service Members, thereby promoting overall wellness. Counselors are located in various cities across the state and are available to meet via telephone, video or in person.
TMD Behavior Health Program
The overall mission of the Behavioral Health Program is to support the military readiness of the Texas Army National Guard by caring for the behavioral health needs of service members.
TXARNG State Education Resources
The Texas Army National Guard offers exceptional education benefits to its soldiers who want to study full-time while serving a few days a month and two weeks each summer.
TMD SAPR/SHARP
The TMD SAPR/SHARP program supports Texas Army/Air National Guard Service Members, Texas State Guard Service Members, and DoD civilian employees of TMD in reporting incidents of sexual harassment and assault. The program provides advocacy services and links victims to medical, legal, and mental health services.
