SUBJECT: CONTINUING RESOLUTION EXPIRES MARCH 23, 2018-POSSIBLE GOVERNMENT SHUTDOWN

The current Continuing Resolution expires at midnight on March 23, 2018.  Should Congress not extend the CRA, then the TMD (military and Federal Civilian) will suspend non-excepted operations, as defined by Department of Defense and CNGB guidance.  TMD Members/Employees will be notified via all means of digital communication (TXALL, email on FRAGO Dist, TMD App, TMD Website) if/when shutdown activities should begin and conclude.

All unit drills scheduled after 23 2400 MAR 2018, are to remain as scheduled.  If a lapse in appropriations (shutdown) occurs, SMs will report to drill/duty. Non-Excepted Units’ and non-Excepted Activities’ personnel will conduct an orderly shutdown (max 4 hrs), and return home.  The remaining drill UTAs will be rescheduled.  Leeway should be given to non-local commuters to split train in advance of non-excepted unit drills.

Travel for Excepted activities/drill/AT will proceed as scheduled.  Travel for all meetings, workshops, boards, conferences, etc… shall be cancelled. Duty outside of drill/AT, to include training and schools will not be canceled prior to midnight, 23 Mar.  If at midnight a lapse occurs, travel that commences prior to Congress enacting a Bill/CR must be cancelled or postponed/delayed, unless it is for an Excepted Activity.  Training and schools that are scheduled to begin after a shutdown will not start unless it is for an Excepted Activity.

Should the Government shutdown and reopen prior to 24 1200 MAR 2018 additional guidance for 24-25 MAR IDTs will be issued through the Chains of Command.

All TXANG units are considered excepted activity units.

Civil Service Employees will report to work in accordance with their approved leave/work schedules.  If a lapse is still in existence, they will be notified by their supervisors and will conduct an orderly shutdown. Personnel on ADOS/FTNGD/ANG ST will report to work in accordance with their approved leave/work schedules.  If there is a lapse, ADOS/FTNGD personnel performing non-Excepted Activities will be detailed to an Excepted activity or have orders terminated. Those with orders exceeding 30 days will be detailed to an Excepted activity.  No new orders will be executed unless it is for an Excepted activity.

Federal employees/SMs of the TMD should provide their personal phone and email address contact information to their supervisors in order for efficient notification processes to occur in the event of a shutdown and subsequent resumption of Government operations.

TMD State employees are not affected by a government shutdown.
