Col. Andrew Camacho
Vice Wing Commander 147th Attack Wing
EXPERIENCE:
Lt. Col. Camacho joined the Air National Guard at the age of 17 and served as an Aircraft Maintenance Spe-
cialist for the first seven years of his Air Force career. Camacho then received his commission through the
Air National Guard Academy of Military Science in 1999 after graduating from the University of Wisconsin.
Camacho completed Specialized Undergraduate Pilot Training at Laughlin Air Force Base, Del Rio, Texas, in
2000, and was initially assigned to the 128th Air Refueling Wing at General Mitchell Field, Milwaukee, Wis-
consin, as a KC-135R pilot. In 2005, he was selected by Joint Force Headquarters, Texas Air National Guard to
serve as initial cadre to the 147th Reconnaissance Wing’s unit conversion to MQ-1B Predator operations. As
initial cadre, Lt Col Camacho was stationed at Nellis Air Force Base, Nevada, between 2005-2008, where he
served as an instructor pilot for both the 11th and 15th Reconnaissance Squadrons and returned to Ellington
Field in the spring of 2008 to facilitate unit conversion. Camacho has served in various lead positions at the
147th Attack Wing to include: Chief of Scheduling, Chief of Weapons and Tactics, Flight Commander for the
111th Reconnaissance Squadron, Chief of Standards and Evaluation for the 147th Operations Group, Inspec-
tor General for the 147th Attack Wing and Counterdrug Operations – Aviation Unit Program Manager for the
147th Operations Group. In addition, Camacho is a Command Pilot with over 4200 hours and has deployed
in support of Operations Allied Force, Noble Eagle, Enduring Freedom, Iraqi Freedom, New Dawn, Freedom
Sentinel, Resolute Support, Inherent Resolve and Guardian Support.
EDUCATION:
Camacho holds a Master of Science Degree with an emphasis on corporate and Public Communication from
the University of Wisconsin.

Camacho and his wife, Sasha, operate a nonprofit Equine-Assisted Therapeutic Riding Facility for individuals
with special needs.
Ms. Shelia B. Taylor
TMD Director of State Administration
EXPERIENCE:
Ms. Shelia B. Taylor is currently serving as the Texas Military Department Director of State Administration, fol-
lowing appointment by Maj. Gen. Tracy R. Norris effective 01 August 2019. Taylor is responsible for managing
the Texas Military Department's Office of State Administration (formerly known as the Office of the Executive
Director). Prior to this appointment Taylor served as Interim Executive Director for the Texas Military Depart-
ment. Taylor joined the agency in March 2011 as Legal Counsel. She was promoted to State Human Resources
Director in August 2015. She assumed a dual role as Deputy Executive Director/State Human Resources Di-
rector for the Texas Military Department effective May 2016. Prior to that she served as the Deputy Chief and
Chief Administrative Law Judge for the State Office of Administrative Hearings (gubernatorial appointment by
former Governors George W. Bush and Rick Perry), Legal Counsel with the Disaster Recovery Division at the
Texas Department of Rural Affairs, Administrative Law Judge and Assistant Director of Hearings for the Public
Utility Commission of Texas and Assistant District Attorney for Travis County District Attorney's Office.
EDUCATION:
Taylor received a Bachelor of Applied Sciences in Criminal Justice from Southern Methodist University and a
Doctor of Jurisprudence from The University of Texas at Austin School of Law. She has been licensed by the
State Bar of Texas since October 1981. She is the recipient of the Victor J. Rosskopf Award, awarded by the
National Association of the Administrative Law Judiciary for significant contributions made in the field of
administrative adjudication.
